try sourcing some PA tweeters, they often use horn loaded drivers.

they're a 30W (music) tweeter
but with 98.5db sensitivity.
ouput from 5-50Khz, and very flat output between 6-21Khz.
i was quoted about $90 per tweeter.

p.s. these will probably require custom mounting, but they don't have a big horn troat like convential horns...
they have an 87mm diameter, 50mm mounting depth.. the magnet diameter is 63mm...
now that i think about it, you'd need to run 2 pairs of these in parallel to get the right impedance for your passive crossover, which would mean an extra 3db, ontop.
the Xover won't cut out until you've sent more than 60wrms to the tweeters, so you can run them to their limits...
NUTTTR ran smoe silly amount of power to a set of Dyn esotar's. i'm sure you're will handle more than they're currently getting.
