Strange, this isn't an issue that I had with this woofer...

If you want to fiddle with enclosure volumes, you can add packing to the box to see how it affects the sound.
some 4X2 screwed into the box will help, but if you don't have any available, try bricks, phone books anything!

in a 30L box there won't be much room around the magnet, so you can try inverting it
this will make it alot easier to adjust the internal volume.

Once you're happy, just design a new box at the appropriate volume.

A few other things to think about:
have you tried reversing polarity? (inverting woofer does this anway)
crossover settings, try setting some overlap, or some gap.
Is it a class d amp? I've found they don't sound as tight.
got time alignment on your headunit? try delaying your fronts

Boot is completely empty now. Will re-install everything now.

Yeah, it was running off a class D amp, with about 1kwrms. Will be coming getting some power from a 3kwrms earthquake amp soon.

I had it inverted before, and will be inverted in a 20L enclosure fiberglassed into my spare wheel for my current setup. Well, should be around 20L, depending on how accurate the fiberglassing will turn out.

I haven't tried delaying the fronts, but have tried reversing polarity, and didn't seem to do much. Will have a play with the crossovers after I get everything installed again.
