VS Commodore Intermittent C/Lock Fault

My daughter's VS Commodore (1995 model 3.8 Auto) has recently started randomly flashing the hazard lights while driving. We have tried the spare key, which does it less often that the relatively new one she usually uses. I checked the OBD for trouble codes and got a 12 (Normal operation) and a 29 which is not listed in my manual. I suspect the BCM, since trying different keys doesn't make much difference.

Questions - does anyone know what a code 29 is for, secondly any ideas what could be causing this, I have read every post on this part of the forum and can't find this problem mentioned before. Also, where exactly is the BCM, I have a feeling it's under the dash near the centre console. but my manual doesn't mention it other than a brief reference on one of the circuit diagrams.

id try my luck on justcommodores regards to the code 29.

BCM is located about the steering column aswell
