or put it in your rig and power it up, see if the fan comes on
Selling Fudd an amp (for a fraction of the real price) that had been returned by Autobarn Geelong which had been incorrectly used by AB Geelong and turned out to be faulty when Fudd started using it.
Whilst he was given a new amp after it could not be fixed, he never acknowledged any of the assistance given and bitches to this day about it.

Back in the day when the tiny fans would seize up or fail to cool the card, you could grab an old AMD CPU heatsink and put it on the graphics card. All you needed was a little thermal paste, and to drill a hole in the CPU heatsink to line up with the card's mounting holes.
New ones are harder to do, you might have to remove the stock one, and either cable tie or bolt it on.

If this dont work, do most computer stores sell replacement fans or would it be more involved?

Some are just a standard size and you can swap the original out for a different, better brand.
More likely, it's some sort of fancy moulded heatsink and you'll struggle to find one that will fit.
Most of the time, though, an aftermarket one will fit with a bit of persuasion.
Question, though.... is it just seized?
Does it spin freely when you flick the blades with your finger?

Usually the fan will have a sticker on the back of it.
Peel that off, carefully so you can put it back, and spray a little bit of lubricant on the axle.
Spin it around a couple of dozen times with your finger, and it should loosen up a bit.
Try it with power again.
