Perhaps its a factory fault with the car, maybe a google search with some keywords including "dimming" or "illumination" and the model/make of the car?

Just randomly tried hooking it up to the interior clock's illum wire, same drama.

IIRC the wire you need is a light green/yellow?.. it is normally located in the factory headunit connector, in the row below the wire you have connected to.
Don't rely 100% on my wire colour above, as I am doing this from memory!
... and please don't use a test light in this vehicle (unless it is a computer safe type.) to find the second illumination wire.. Only a multimeter should be used in most modern vehicles. as the current supply from the ECU that controls most functions, can be damaged by the excessive current draw from a light type tester.

Problem found and fixed.. For some reason my +illum was giving off 4 volts on acc.. So wired straight from headlight stalk = working.
