I think you mean 1 ohm or 4 ohm. anyway the pioneer class D seems good value if budget is tight and is a quality product IMO

jaycar monoblock. 1x400rms at 4ohm. 1x820wrms at 1 ohm.

and the price? $400, at most. :)

Low pass filter: 35 - 300Hz @ 12dB/octave
Bass boost: 0 - 18dB @ 30 - 120Hz
Subsonic filter: 10 - 60Hz
Remote level controller: Yes

all the features you need, except perhaps a subsonic filter.

but on a budget, yes, definently one to consider.

Well if the sub is dual 2ohm, you can wire the voice coils in parallel to give the amp a 1 ohm load, or you can wire them in series to give the amp a 4ohm load. so its either 400wrms at 4ohms or 820wrms at 1ohm for the jaycar. You're probably better off wiring it at 4ohms and giving that kicker 400wrms, 820wrms would probably be too much power.

oh ok but they say at 1ohm its stronger.. im not being stubborn or anything just want to know why at 4ohm and not 1 ohm because the subs made for 1ohm and the amps made for 1 ohm and at 1ohm is the most output right..

Get to Kicker subs and wire it at 2 Ohms :D Heard a few cars with two comps and they really go off.
