Short and sweet question - what is amp dampening, and should I take it into consideration when looking at the specs of the amps I'm considering at buying?

It's the amps ability to control the cone movement of a speaker. Take it into consideration, but "apparently" 99% of amps have a high enough factor anyways and you wouldnt notice the difference?
