You're best off by explaining your existing system and your plans for it. From here someone will advise you about crossover selection and other issues.
You don;t 'build' active (or electronic) crossovers. Typically you purchase a crossover that offers the cut off points and filter slpoes needed for your system.
Nowadays, though, 99% of amplifier feature filters that do everything you need, and component speakers feature supplied passive crossovers too.

alot of companies used to sell these but as they became part of decks and now, amps, no-one is prepared to pay $300 odd for a module when spending that on a better amp gives them pretty much that very same crossover and more grunt.
Alpine's new MRV F504 has an active H/B/L pass built in.
It's also personal pref too. As for me, well i'm a fan of the big multichannel systems...

Well if you are lacking the crossovers or frequencies you need from your amp or headunit then you can probably check out audiocontrol's website as they sell some nice digital crossovers which do offer some advantages over the usual electronic crossovers out there.
Crossover points are usually things you set up once and then don't touch them until you change the system. So you might want to have a look at cost verus any actual advantages you will get with a stand alone fully adjustable piece.
As for making them I'm sure there's sites out there that can supply schematics for such things... check out some home audio sites too. You'll also need to design an appropriate power supply to run them as well. There's more to designing them as you don't want your crossover to induce any noise into the system.
Good luck!!
