Your download speed will always be slower than your line speed.
The difference is because your ISP's line speed is measured in Kilo Bits per second (Kbps) where as the rate of data download is measured in Kilo Bytes per second (KBps)
There are 8 bits to 1 Byte .... 8 Kilo Bits (Kb) = 1 Kilo Byte (KB)

yes, but even so, 3400kilobits/s is still 425KiloBytes/s, and the most I've seen is 50kB/s
