Hmmm I should design a battery that is 3 batteries in one.

One battery is the normal battery, which is just under the size restriction.

Then it has two big "terminals", each of them a 2V forklift battery. Then I can sell it as a 16V normal size battery (once you exclude the size of the 'terminals', of course )
