My friend chose to do a deal outside of ebay on a few concert tickets for $650, transferred the money but has heard nothing back so far from the seller.
If this turns sour, is there any way to trace the person from their bank account details? Who would you ask for the persons personal info?
But im also worried because the items are deemed illegal on ebay so they dont condone the selling of them and cant warrant any insurance etc for either party, so does the illegal selling of tickets in the real world have any standing point?

Not a lot he can do really...
The bank's not going to give him any information as its against their legal obligations. Ebay wont do anything because, as far as they're concerned, it has nothing to do with them.
All he can really do is try and track the guy down through email or however he first got in contact with him. Hopefully he'll learn from this and get more information before he hands over his money.
