Hahaha....you don't have to restart your computer.
Just press Alt+Ctrl+Del and select all the IE windows and press end task
Either that or end "explorer.exe" from the processes tab and then start it again using the run command...
I think that's the right process anyhow

It’s actually Ctrl, Alt, Delete (but the order does not matter) and yes I do realise that you can bring up the Task Manager to close the windows. However once the programs have stopped responding, it is quite hard to close and due to the fact that I am at work the above was not really appreciated – then again it teaches me to stay away from links during work.

IE users can download the google toolbar for free, it automatically blocks annoying popups, among other handy features.
