i have a 1978 fj40 toyota landcruiser and i wanna put some mods on it and i was wondering if they were legal in vic
1: put exhaust pipes that hang out each side of the car
2: put spot lights on the windscreen
3: put a soa susspensiopn lift
4: 37/15" wheels
5: bonnet scoops

headlights on the windscreen - not unless they have opaque covers, i.e. only if you can't use them.

pipes out the side - yes, but must be properly muffled / noise restriction, and (I think) must point downwards.

best bet is to look up an Automotive Engineering company, they will know the answers as they are familiar with ADR's and people requesting mods. Some hotrod garages, or the hot rod association in your local area will have info also.

Keep in mind, that for cars of a certain vintage (i think the cut-off is a specific year) you can do practically anything to them without needing it to be engineered. Maybe yours makes the cut...but it might be earlier. Look into it.

Interms of not needing engineers if the car is a certain age. This is true to a point.

You have to be with a car club to get this and also have to be on club rego plates. The car usuall has to be over 25 years of age to qualify for club rego and needs to comply to other conditions.
