Imo, Zalman make quiet coolers that are excellent quality for the money.

Suitable for a 3500+ would be:

http://www.pccasegear.com/prod911.htm

If you leave your CPU at stock speed, youll get away with running the fan in silent mode, at ~1400RPM.

As for chipset, im not sure what model your motherboard is so its hard to tell,

but this:

Is about as quiet as your going to get for a little fan.
Unless you go passive that is.

CPU:
Zalman are excellent quality.

Chipset:
On second thoughts that Chipset cooler i posted is a bit pricey for what it is.
If you worried about the noise from it, replace its fan, http://www.pccasegear.com/prod2996.htm
$11 is a good price, and Sunon make decent fans for cheap money.

my mates cpu and graphics card overheat playing WOW, he took one side off the toer, and layed his oscillating air mover on its side.....pointed at them lol

hi-jack of thread, but on the topic of CPU coolers

should the fans airflow be drawing air thru the heatsink and out thru the fan?
or blowing air directly onto heatsink and out the sides?
